BACKGROUND

​

The Millennium Challenge Account (MCA) - Sierra Leone, collaborating with the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million Compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.

POSITION SUMMARY

​

The Resettlement Director is responsible for the successful coordination and oversight of all resettlement activities associated with the Compact, with particular emphasis on the Southern Transmission Corridor (STC) 225 kV transmission line and substations, the Bumbuna-Freetown Line Upgrade, and associated distribution and dispatch center works. The Resettlement Director provides substantive expertise, guidance, and direction to oversee  implementing partners and project stakeholders to ensure conformance with Sierra Leone's resettlement policy, legislative and regulatory framework (including the 2023 Development-induced Resettlement Act), the principles and requirements of International Finance Corporation (IFC) Performance Standard (PS) 5 on Land Acquisition and Involuntary Resettlement as per MCC's Environmental Guidelines, as well as relevant conformance with MCC's Operational requirements and milestones.

REQUIREMENTS (EDUCATION, EXPERIENCE AND COMPETENCIES)

Education

• Bachelor's degree in social sciences, development studies, or a related field (Required). An appropriate post graduate degree would be an advantage.

 

Experience

• A minimum of eight (8) years of relevant and progressive professional experience, including successful experience implementing and/or monitoring resettlement programs on large-scale infrastructure projects, is required.

• A minimum of three (3) years of demonstrated experience meeting IFC Performance Standard 5 requirements, or equivalent international good practice frameworks (e.g., World Bank, African Development Bank), including experience preparing, implementing, or managing Resettlement Action Plans, is required.

• A minimum of three (3) years of demonstrated experience investigating, negotiating, and resolving grievances raised by affected persons and communities on resettlement projects of similar size and complexity is required.
