BACKGROUND
​
The Millennium Challenge Account (MCA) - Sierra Leone, collaborating with the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million Compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.

POSITION SUMMARY
​
The MEE Director leads the combined Monitoring, Evaluation and Economic (MEE) Unit, under the guidance of the CEO, MCA-Sierra Leone. The goal of the MEE unit is to produce timely, relevant, and reliable data and assessments related to the progress and quality of project implementation and the achievement of targeted results by the Sierra Leone Power Compact. Collaborating closely with the government and MCC, the MEE Director ensures alignment with MCC M&E policies, compliance with local requirements for M&E and ethical data collection, and adherence to international best practices in M&E. The role emphasizes and promotes transparency, efficiency, and accountability across MCA-Sierra Leone. The MEE Director is responsible for leading the monitoring and reporting of progress toward compact targets, supporting the independent evaluations of the program, assisting the economic analysis and other related activities of the compact, and managing the program M&E budget and MEE staff. The MEE Director will liaise with the M&E lead(s), Reports Resulting Analysis and Economist(s) from MCC.

REQUIREMENTS (EDUCATION, EXPERIENCE AND COMPETENCIES)

Education
-
A Master’s degree or higher in Economics, Statistics, Monitoring & Evaluation or a related subject.
Experience
-
Minimum of ten (10) years’ experience, seven (7) of which is in managing teams that conducted quantitative and qualitative analyses of programs, and a minimum of five (5) years of experience in Monitoring & Evaluation.

Minimum five (5) years of data collection or data quality review contract or grant management experience, as evidenced by at least two examples of data collection or data quality review contracts managed.
