Reports to: Delivery Team Lead
The President’s Delivery Team for the Recovery Priorities, established within the Office of the Chief of Staff, coordinates and drives delivery of the President’s top priorities for the nation’s recovery in the areas of: education, health, social protection, private sector development, water, energy and governance.
The Information Management & Quality Assurance Specialist, reporting to the Delivery Team Lead, will manage a team of Data Analysts and a roving Quality Assurance Team to serve as the analytical centre of the Delivery Team, ensuring availability of data for evidence-based decision making and problem solving, as well as ensuring the overall quality of the work implemented under the Recovery Priorities’ initiatives.
Overview of Responsibilities

Develop and oversee the information management system for the President’s Delivery Team. (Note: data will be generated and reported on by the MDA and District Teams, but will be collated and managed at the central level for Delivery Team tracking and reporting.) This system to include:

Primary (and secondary, where appropriate) data for all key performance indicators (KPIs) within the Recovery portfolio;

Consolidate tracking and dashboards of progress against targets in the thirteen Key Result Areas (KRAs);

District-disaggregated targets and status of all KPIs;

Geographic mapping of all infrastructure projects within the various KRAs;

Data verification measures, including community feedback, for KRAs;

Comprehensive mapping, done in coordination with the MDAs and districts, of all implementing partners and data sources for tracking delivery of the thirteen KRAs.

Coordinate with District Delivery Teams (including Facilitators, Analysts, District Councils and District-level MDAs) to ensure the effective roll-out of the information management system, including collection and submission of necessary data;

Develop and oversee systems to support verification of the data reported by the MDAs and Districts;

Identify and recommend additions or improvements to the data collection and tracking systems used by the MDAs and Districts;

Analyse data from the districts and MDAs on a weekly basis to monitor trends and to flag areas of potential challenges;

Provide twice weekly reports for the Delivery Team Lead and Chief of Staff with detailed data on trends and/or problem areas;

Oversee analytical deep dives on problem areas, in coordination with MDA and District Teams, to support problem solving and to improve the quality of implementation;

Develop and oversee a capacity building strategy for the MDA and District M&E Officers and Delivery Teams to support the strengthening of their M&E systems, in line with the priority areas within the Recovery portfolio;

Other tasks as assigned by the Chief of Staff and/or Delivery Team Lead to ensure the successful delivery of the Recovery Priorities Strategy.
Requirements

Master’s degree, preferably in Business, Economics, Statistics or related field, and management experience of 8 years in the area of M&E, project management and/or information management.

Excellent computer skills and proven experience in Microsoft Word, Excel and Power Point.
