BACKGROUND

​

The Millennium Challenge Account (MCA) - Sierra Leone, collaborating with the Millennium Challenge Corporation (MCC) of the Government of the United State of America, delivers projects under the $500 million Compact that address development challenges in the country through the implementation of the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.

POSITION SUMMARY

​

The Director of the Transmission Backbone Project will be accountable for the delivery of the project to increase coverage and reliability of the transmission network with modern, centralized EMS/DMS SCADA system operations. Project design and delivery oversight is central to the MCA- Sierra Leone’s mission. The MCA-Sierra Leone is expected to establish a reputation for quality and reliability in national development which will be supported by the roles and responsibilities ascribed to the Director of the Transmission Backbone Project. The Director will demonstrate adaptive capacity to address emerging challenges throughout the Compact life cycle, liaise with varied stakeholders, and actively address programmatic and stakeholder needs. The Director will also ensure project relevance and will position MCA-Sierra Leone to deliver on the objectives agreed to in the Compact.

REQUIREMENTS (EDUCATION, EXPERIENCE AND COMPETENCIES)

Education

 

Experience

• • Master’s degree in Power Electrical Engineering or related field;

  • A post-graduate degree in Project Development, International Infrastructure Development, Business Administration, Public Administration or Economics will be an advantage.

  • Minimum of ten (10) years’ experience in design management and implementation of large-scale power transmission and distribution infrastructure projects in emerging markets. Field experience in supervision of construction is an asset.  

  • Minimum of seven (7) years’ experience in a managerial role supervising a project execution team.

  • Minimum of five (5) years’ experience with contract/contractor performance management – including developing terms of reference, Employer’s requirements, bid documents and contract award, monitoring quality and performance, and negotiating amendments and damages if necessary
