POSITION SUMMARY

 

The Chief Executive Officer (CEO) is responsible for the overall leadership, strategy, financial performance, and operational execution of Bale Logistics Inc., ensuring the company delivers safe, efficient, and cost-effective mining and haulage services as the sole contractor to Sierra Rutile Limited.

The CEO is accountable for production delivery, cost control, contract performance, and long-term growth, while maintaining strong alignment with Sierra Rutile’s operational and strategic objectives.

KEY RESPONSIBILITIES

 

1. Strategic Leadership

  • Define and execute Bale Logistics’ strategic vision and growth plan Position Bale as a Tier-1 mining contractor in Sierra Leone and the region

  • Identify expansion opportunities (new contracts, equipment scaling, regional growth)

 

2. Operational Oversight

  • Oversee full mining operations including:

    • Mining (Mine Foreman & Supervisors)

    • Haulage (Haulage Manager)

    • Maintenance (Workshop Manager)

  • Ensure delivery of:

    • Production targets

    • Stripping ratios

    • Material movement volumes

  • Drive efficiency and productivity across all operations

 

3. Financial Management

  • Own full P&L responsibility

  • Control and optimize:

    • Cost per ton mined

    • Cost per ton hauled

    • Equipment operating costs

  • Manage budgets, cash flow, and capital allocation

  • Ensure strong financial discipline and reporting

 

4. Contract & Client Management

  • Serve as the primary interface with Sierra Rutile Limited leadership

  • Ensure full compliance with:

    • Mining contract terms

    • KPIs and SLAs

  • Manage commercial discussions including:

    • Rate adjustments

    • Scope changes

    • Performance reviews

 

5. Health, Safety & Environment (HSE)

  • Establish and enforce a zero-harm safety culture

  • Ensure compliance with:

    • Sierra Rutile HSE standards

    • National mining regulations

  • Lead incident prevention and response frameworks

 

6. Equipment & Asset Strategy

  • Oversee fleet strategy:

    • Acquisition

    • Utilization

    • Replacement cycles

  • Ensure alignment between:

    • Operations

    • Workshop

    • Haulage

  • Optimize asset productivity and lifecycle costs

 

7. Leadership & People Management

  • Build and lead a high-performance management team

  • Set clear accountability across:

    • Mine Foreman

    • Haulage Manager

    • Workshop Manager

  • Drive a culture of:

    • Discipline

    • Performance

    • Continuous improvement

 

8. Risk & Compliance

  • Identify and mitigate:

    • Operational risks

    • Financial risks

    • Contractual risks

  • Ensure full compliance with:

    • Legal requirements

    • Environmental obligations

    • Industry best practices

 

KEY KPIs

  • Cost per ton (mined & hauled)

  • Production delivery vs plan

  • EBITDA / operating margin

  • Equipment availability & utilization

  • Safety performance (LTIs, incidents)

  • Contract compliance & client satisfaction

QUALIFICATIONS AND EXPERIENCE

​

  • Degree in Engineering, Mining, Business, or related field (MBA preferred) 15+ years

  • Experience in:

    • Mining Heavy logistics

    • Contract operations

  • Proven leadership at senior executive level

  • Strong financial and operational acumen
