PROJECT BACKGROUND

 

In an effort address the impact of intense deforestation and tree and vegetation cover loss, compounded by the impact of climate change on the residents of Freetown and the Western Area Peninsula the #FreetownTheTreetownCampaign was launched in January 2020 as a core component of the Transform Freetown Agenda. The Mayor and the Freetown City Council (FCC) set the goal to increase tree and vegetation cover by 50% from 2018 levels by 2022. To get there, FCC has partnered with Western Rural District Council (WARD-C), central Government and critical civil society partners to plant and grow one million trees across the 13 Catchment areas of the Western Area Peninsula [Freetown and Western Area Rural District] over the 2020 and 2021 rainy seasons. EFA is supporting the Freetown City Council (FCC) to implement Phase one of the #FreetownTheTreetownCampaign.  

                   

THE ROLE:

The Project Management Officer (PMO) will manage effective implementation of tree planting and growing sub-grants awarded under the Project to selected CBOs / NNGOs through the Community Planting and Small Grants Program.  The PMO is required to provide a full range of project management support tasks / deliverables to ensure effective tree planting and growing implementation across each of the target 11 Catchment Areas, including:

  • Support to plan, design and deliver project activities in accordance with the Project Tree Planting and Growing Operations Manual

  • Ensure sub-Grant contracts to CBOs / NNGOs are managed in accordance with their terms of reference

  • Monitor and track performance and budget implementation of each sub-Grantee as per contracted responsibilities in the Area of Responsibility (AOR). This will include support to monitoring and reporting through Local Council Committee structures of activities in sub-Grantee AORs

  • Develop and maintain a sound network of government and other stakeholder counterparts

  • Ensure active community engagement processes and regular and timely reporting by sub-Grantees

  • Provide support to the Project Field Operations Manager to undertake a range of administrative and field operational duties and tasks that may reflect substantial variety and complexity

  • Provide support to the Project MEAL team with activity tracking and monitoring, data collection, database administration, and MEAL related coordination with counterparts, as required.

  • Support other Project activities, as required, and represent the Project in regular check-in meetings with Local Councils and communities.

 

 

TYPICAL BACKGROUND, EXPERIENCE AND REQUIREMENTS:

Education and Experience

  • Bachelor’s degree, in Development Studies, Community Development, Economics, Environmental Science, Business Administration, and/or Program Management.

  • At least Two (2) years of relevant work experience. Experience in a similar post in an NGO or Government organization will be considered an advantage.

  • Thorough knowledge and use of all relevant computer software and the ability to help organize data and information retrieval systems.

  • Competence in the use of standard software (SAP, Word, Excel, Access, MS Projects, and PowerPoint).

  • Good relationship management skills and the ability to work closely with local partners

  • Proactive, results-oriented, and service-oriented

  • Attention to details, accuracy, and timeliness in executing assigned responsibilities
